Watershed Final Permits Are Pending

HUNTINGDON (April 22) – The final permits for the construction of the dam for the Carroll County Lake. Engineers for the 1000-acre recreational lake in the Leach Community indicated drawings and other data have been presented to the Tennessee Department of Environment and Conservation.

The 2,400-foot dam will require the installation of a subsurface curtain of bentonite slurry to prevent a “leaky dam.” Due to the strata of sand underneath the proposed dam, the TDEC believed the bentonite would eliminate any seepage which might meander through the subsurface sand layers.

Kevin Young, engineer for the project, said the safe dam permit is the second to last permit before construction begins. He and fellow engineer, Ed Crowell believes bids for construction of the dam can be submitted within months.

Young announced that construction of the mitigation area along Crooked Creek is in process. Construction was slated to begin last year, however, last year’s drought and this year’s excessive rains have delayed the construction. A section of Crooked Creek will be restored to its original channel, some $40,000 worth of trees will be placed along the new channel banks.

Treasurer Dale Kelley said he believes financing will be available to construct the project once the dam is approved. The entire lake project is expected to cost in excess of $10 million including the land acquisition. All necessary land has been purchased for the project.
