CARROLL COUNTY Agents from the
Tennessee Bureau of Investigation, Office of
Inspector General and officers of the
Carroll County Sheriffs Department and
Huntingdon Police Department began a
round-up of several individuals for the sale
of controlled substances on Monday, January
8.
The joint agency operation resulted in eight
people being charged with 21 counts of sale
of controlled substances.
The operation targeted prescription drugs
and most of the pills bought by undercover
agents included Hydrocodone and OxyContin,
schedule III and schedule II drugs.
Those arrested were:
- Virginia Payne, 71, of Huntingdon,
charged with six counts of sale of a
controlled substance, schedule III, one
count of sale of counterfeit drug, and
one count of TennCare fraud. Her bond
was set at $20,000.
- Charles Ray Masterson, 61, of
Huntingdon, charged with three counts of
sale of controlled substances. Bond was
set at $10,000.
- Marvin Adams, 44, of Huntingdon,
charged with five counts of sale of
controlled substances. Bond was set at
$10,000.
- John Gulledge, 55, of Huntingdon,
charged with one count of sale of a
controlled substance, schedule III. Bond
was set at $7,500.
- James Webb, 57, of Huntingdon,
charged with two counts of sale of a
controlled substance, schedule III and
one count of sale of controlled
substance, schedule II.
- James L. Wilkerson of Huntingdon
(age unavailable), charged with one
count of sale of a controlled substance,
schedule III. Bond was set at $7,500.
- Sindy L. Higgs, 33, of McKenzie,
charged with four counts of sale of a
controlled substance, schedule III and
one count of TennCare fraud.
- Timothy L. Gilbert, 47, of McKenzie,
one count of sale of a controlled
substance, schedule III.
- Jeffrey M. Sass, 32, of McKenzie,
was charged by Alcohol Beverage
Commission for manufacturing marijuana,
possession of marijuana and drug
paraphernalia.
During the roundup, authorities also
seized a 2000 Dodge Durango, belonging
to Sindy Higgs. The Huntingdon Police
Department also charged five more
individuals with promotion of
methamphetamine manufacture. Bond was
set at $1,000 in each of those cases.

- Jason E. Meggs, 32, of Cedar
Grove
- Amy B. Meggs, 30, of Cedar Grove
- Tina D. Born, 45, of Lavinia
Local law enforcement agencies
