Committee Sends Budget to Commission for
Approval |

No Tax Increase Slated for 2008-2009
Year
HUNTINGDON (July 17) Carroll County Budget
Committee put the finishing touches on the
2008-2009 fiscal year budget last Thursday
and sent it to the full commission for
adoption during its August session.
The proposed budget includes the same tax
rate as 2007-2008, $1.00 per $100 assessed
value. On the expenditure side, county
employees will receive a 2.5 percent pay
increase and Carroll Academy will continue
to operate, thanks to a state grant of 75
percent of its original amount. The county
had earlier been told the entire grant would
be eliminated.
The budget also includes the county’s 10
percent portion of a significant upgrade to
the Carroll County Airport. The entire
project is $2.5 million for improvements at
the 22-year old facility.
Mayor Kenny McBride said budgetary
expenditures were trimmed significantly. The
anticipated deficit is now $60,225 as
compared to earlier projections of $250,000.
Those funds will be taken from the fund
balance (savings account). The mayor said
Carroll County’s anticipated deficit is less
than many area counties.
Each penny on the tax rate generates a net
of $31,288 in revenue, said McBride.
Since the start of the 2007-2008 budget on
July 1, 2007, diesel fuel has increased 75
percent, gasoline 35 percent, natural gas 31
percent, and electricity 25 percent.
A request from Carroll County Library to
convert a part-time employee to full-time
and the addition of a second full-time
county maintenance person were not included
in the new budget.
Two donations were eliminated from the
non-profit list. West Tennessee Hearing and
Speech ($1,000) and Huntingdon Museum ($400)
were eliminated from the original list. The
downtown Huntingdon Museum building is for
sale and the museum is in transition to a
yet to be determined location.
The list of donations to non-profit
organizations is as follows: Rescue Squad
$6,000; Gordon Browning Museum $4,000;
McKenzie Memorial Library $8,000; Carl
Perkins Center $3,500; McKenzie Senior
Citizens $200; Atwood Senior Citizens $200;
Carroll County Museum $400; Tennessee Rehab
Center $1,000.
McBride noted the debt on the Carroll County
Office Complex will retire in August 2009.
The next major construction project is a new
jail as mandated by the state of Tennessee.
McBride said initial conversations with the
jail inspector indicate the county may
construct a new maximum security facility
adjacent to the current jail on Highway 70
E, Huntingdon. The co-location will allow
the current low-security men’s dormitories
to continue to be used. |
