HUNTINGDON - Carroll County commissioners
will vote on a resolution next Monday to
establish zoning around the Carroll County
Lake, now under construction in the Leach
Community.
Zoning will be in three zones - L1 - Lake
Low Density Residential/Commercial, L2 -
Lake Low - Medium Density Residential, and
FH - Flood Hazard.
Zoning establishes the permissible uses of
the land surrounding the 1000-acre lake and
to protect the integrity of the value of the
lake.
The zoning will prevent the establishment of
any adult-oriented businesses in the
district, prevent salvage yards, junk yards,
mobile home parks, or travel trailer parks
on individual lots. Travel trailers are
permitted only in an approved RV park.
Doublewide mobile homes with pitched,
shingled roofs and appropriate underpinning
are permissible.

In the L1 district, permitted uses include
single family residential structures,
two-family dwellings, townhouses, churches,
customary accessory buildings, and travel
trailers for a period not to exceed seven
consecutive days.
Land parcels in the L1 district, shall have
a minimum of one acre for a single family
dwelling plus one-half acre for each
adjoining dwelling and subject to the
installation of a state-approved septic
system. Lot widths shall be a minimum of 125
feet for the first two units with fifty feet
additional for each five units. The
Watershed Authority shall own 50 feet buffer
from the highest water mark. No septic tank
or field line shall be placed within 100
feet of the lake.
If sanitary sewer is extended to the lake,
then the lot size minimums are less for
multi-unit housing.
Uses permitted on appeal include commercial
businesses - limited to general merchandise,
gasoline service stations, and eating and
drinking establishments; recreational uses
such as tennis courts, golf courses, riding
stables, playgrounds, and athletic fields;
governmental and utility uses necessary for
the public health safety and welfare of the
region.
In L2 zoning, the same permitted uses are
applicable as in L1, however, a higher
density of dwellings is permissible in areas
where sanitary sewer is available. In areas
where sewer is not available, the parcel
size requirements are consistent with those
in L1.
All non-compliant structures may remain.
Once zoning is approved, in addition to the
Carroll County Lake Regional Planning
Commission, the county commission will
establish a Board of Zoning Appeals and
appoint a compliance officer.
In other business, next Monday, the county
commission will submit its "wish list" for
federal stimulus funds. The list includes:
bridges totaling $10.9 million; construction
of a $6 million Law Enforcement Complex
(jail); $10 million for the construction of
the Carroll County Lake; $988,512 for
Carroll Academy; and $2 million for the
Carroll County Airport. The list will be
submitted to state and federal
representatives. Mayor Kenny McBride said he
is uncertain what stimulus funds the county
will receive.
Commissioners convene March 9, 7:00 p.m. in
the Conference Room of the Carroll County
