Carroll Commission to Honor Retirees

The Carroll County Commission meets on Monday, August 10, at 7 p.m. at the Carroll County Civic Center. Items on the agenda include recognizing retiring county officials Rita Jones, Ricky Scott, Andy Dickson, along with multiple county commissioners.

Resolution 8-01-2026 authorizes the retention of a service weapon of choice upon the retirement of Sheriff Andy Dickson. Resolution 8-02-2026 appoints Mary Ryan Bond and Rene Dickens to the Carroll County Library Board. Resolution 8-03-2026 appoints Willie Huffman and Dr. Walter Butler to the Carroll County Electric Department Board.

Resolution 8-04-2026, if approved, extends the hours of operation for establishments selling beer in Carroll County on Sunday in unincorporated districts. Sales could be conducted between the hours of twelve o’clock noon and twelve o’clock midnight on Sunday.

Resolution 8-05-2026 amends the rules for the government of the county legislative body. Verbiage would be changed under Rule VII about the citizens forum by deleting the phrase “on a subject on the agenda” and replacing it with “on both matters germane to items on the agenda and matters germane to the jurisdiction of the Body.” Secondarily, under Rule X, the “Budget Committee” will be called the “Finance, Ways, and Means.”

Resolution 8-06-2026 would authorize and approve a moratorium on data centers in Carroll County. The Carroll County Mayor’s Office, Carroll County Lake Planning Commission and Carroll County Legislative Body are investigating the health and environmental impact of current and emerging technologies, including but not limited to businesses commonly referred to as “data processing” or “data mining” centers or “crypto-currency mining” businesses. One of the main concerns about the Data Center businesses and/or operations are ordinarily characterized by the peak electric demands of the business.

Resolution 8-07-2026 approves a second amendment to the Waste Disposal Services Agreement with Republic Services for Rural Trash Collection and Disposal for Carroll County. This agreement creates a five-year contract between Carroll County and Republic Services.

Resolution 8-08-2026, if approved, would establish a Hazardous Duty Supplemental Benefit Pursuant to Chapter 919 of the 2024 Public Acts, Codified in Tennessee Code Annotated Section 8-36-212, to Authorize the Payment of the Hazardous Duty Supplemental Benefit Pursuant to Tennessee Code Annotated, Section 8-36-212. This is a hazardous duty supplemental benefit for all its eligible public safety officers meeting certain requirements.

Resolution 8-09-2026 amends the General Fund Budget for Animal Control by $19,200. Resolution 8-10-2026 amends the Drug Fund Budget for Vehicles by $240,000. Resolution 8-11-2026 amends the ARPA Fund Budget for Civic Center Grant in the amount of $116,054. Resolution 8-12-2026 amends the Grant Fund Budget for various departments.
