Rachel Sawyers Indicted for Theft, Fraud Involving Clarksburg PTO Funds

A Carroll County grand jury indicted Rachel Sawyers on two charges, theft of property and fraudulent use of a debit card, involving funds belonging to the Clarksburg School Parent Teacher Organization. The indictment alleges that between October 1, 2024, and September 30, 2025, Sawyers took more than $1,000 but less than $2,500 in PTO cash. A second count alleges she made unauthorized use of a PTO debit card in the same dollar range. Both charges are listed as Class E felonies.

Former Hollow Rock City Clerk Indicted for Theft of Services, Official Misconduct, Tampering with Governmental Records, Computer Crimes

Anna Lauren Carrington was indicted on Monday, September 14 by the Carroll County Grand Jury of the Circuit Court on the above charges.

First Count: Theft of services from the Water Utility Department of an amount between $1,000 and $2,500. Second Count: Official Misconduct - the indictment indicates she failed to pay her own water bill and associated penalties. Third Count: Tampering with Government Records: The indictment indicates Carrington failed to add her name on the cutoff list for water services. Fourth Count: Computer Crimes: The indictment indicates Carrington knowingly caused the city’s computer system to falsely or fraudulently report, for the purpose of obtaining money, property or services for herself.

All counts are felony-level crimes and occurred while employed at Hollow Rock City Hall between the dates of December 1, 2023 and September 30, 2025.

Billie Earl Shelton, Jr. was indicted on the charge of Rape of a Minor. The indictment indicates the rape occurred on or about December 23, 2025.

Eric Junior Parker was indicted on Aggravated Assault, Attempt to Commit Tampering with Evidence, and Resisting Arrest.

First Count: Aggravated Assault — Parker is charged with assaulting a person with the use or display of a knife on or about June 26, 2026. Second Count: Tampering with Evidence — Parker attempted to conceal the knife and hide it from evidence. Third Count: Resisting Arrest — Parker ignored law enforcement’s command by resisting a stop, frisk, halt or arrest. 

Penny Parker Burke was indicted on one count of Possession of Meth with Intent to Manufacture, Deliver, or Sell. The incident occurred on May 8, 2025.

Kyle Kimberlyn Fields — Resisting Arrest, Public Intoxication. On May 21, 2026, Fields was charged with Public Intoxication and Resisting Arrest.

Jessica Nicole Turner — Theft of Property. On October 17, 2025, Turner was charged with theft of property of more than $2,500 but less than $10,000.

Dale William Foga — Possession of a Controlled Substance with Intent, Unlawful Drug Paraphernalia, Possession of a Firearm During the Commission of a Dangerous Felony, Possession of a Controlled Substance with Intent to Manufacture, Deliver, or Sell. On or about August 31, 2025, Foga was arrested for having 27 pills containing Alprazolam, digital scales, sealed sandwich baggies with drug residue, and a vacuum sealer for baggies; he reportedly had possession of a shotgun during the commission of a crime; and had possession of marijuana, according to the indictment.

Casi Sue Garrett — Possession of Meth with Intent. The indictment indicates Garrett had .5 grams of Meth in possession on July 15, 2026.

Devin Sawyers — Aggravated Burglary, Theft of Property. The indictment indicates Sawyers committed Aggravated Burglary and stole a firearm on February 23, 2026.

Casey Robert Hardy — Possession of Meth with Intent. The indictment indicates the defendant had .5 grams or more of Meth in possession on July 15, 2026.

Corey Jermain Hart — Aggravated Burglary, Aggravated Assault. The indictment indicated Hart entered a residence with a knife with the intent of committing burglary on October 5, 2025.

Thomas Kevin Schultz — Operating an Automobile with Expired Registration, Driving While License Suspended, Violation of Financial Responsibility, Possession of Meth with Intent, Unlawful Drug Paraphernalia. During a traffic stop on May 28, 2026 in Huntingdon, Schultz was charged with possession of Meth after .5 grams or more of the substance was located inside the vehicle. Additionally, he was charged with possession of 40 Gabapentin pills and marijuana along with drug paraphernalia. The arresting officer also filed charges of the violations of operating the vehicle.

Michael Adam Lowell Watne — Retaliation for Past Action and Assault. The indictment indicates Watne, on May 13, 2026, did seek retaliation by threatening to kill a person in connection with Watne being charged with allowing two dogs to run at large.

Tyler Kane Wright — Possession of Meth with Intent, Unlawful Possession of a Weapon, Possession of a Weapon During a Dangerous Felony, and Unlawful Drug Paraphernalia. On about January 2, 2026, Wright was arrested for possession of 26 grams or more of Meth. During the arrest, he was had a .380 caliber handgun in violation of his prior convictions (May 14, 2018) of four counts of Aggravated Assault and Kidnapping. The indictment indicates he was digital scales, and a glass pipe that netted the Drug Paraphernalia charge.

Gerardo Villanueva Zuniga — Rape. Zuniga was indicted on the charge of rape on or about April 13, 2026.

Prudencio Becerra Lopez — Sale of a Controlled Substance, Possession of a Controlled Substance with Intent, Possession of a Firearm During the Commission of a Dangerous Crime. The arrest occurred on April 22, 2026.
