Former Hollow Rock City Clerk Indicted After Failing to Pay Her Own Water Bill

An investigation by the Tennessee Comptroller’s Office has resulted in the indictment of former Town of Hollow Rock City Clerk Anna Carrington after investigators determined she received more than $1,300 in water service without paying her bill.

The investigation began after town officials discovered that Carrington had not made a payment on her personal water account for nearly a year. As city clerk, Carrington was responsible for processing water payments, preparing monthly water bills, and generating reports identifying customers whose water service should be disconnected for nonpayment.
 
Investigators determined that Carrington failed to make required payments on her personal water bill from October 2024 through September 2025, allowing her account to accumulate a balance of $1,392.51. During that time, she also removed her name from the town's monthly water cut-off reports, preventing her account from appearing alongside other delinquent customers whose service was subject to disconnection.
 
Carrington admitted to investigators that she fell behind on her water bill and acknowledged removing her name from the monthly cut-off reports. Her employment with the town was terminated on September 22, 2025. She paid her account in full on November 21, 2025.
 
Based upon this investigation, in September 2026, the Carroll County Grand Jury indicted Anna Carrington on one count of theft of services over $1,000 but less than $2,500, one count of official misconduct, one count of tampering with governmental records, and one count of computer crimes over $1,000 but less than $2,500.
 
“Government employees are expected to follow the same rules as every other customer,” said Comptroller Jason Mumpower. “When billing procedures are not consistently followed and delinquent accounts are not handled according to policy, it creates opportunities for abuse and undermines the public's trust.”
